Consip’s main activities in the area of innovation and rationalization of the MEF’s decision-making and administrative processes related to personnel are:
- The Personnel Management Information System (SIAP) , which digitalizes administrative, legislative and economic processes related to personnel and human resources management, allowing for the integration of these systems with directional systems. Siap is an integrated personnel management system that contains all information related to personnel and allows for automatic processes and electronic dialogue between offices. The system has introduced innovative tools such as the electronic signature, workflow management and electronic document archiving, thus simplifying and de-materializing administrative processes.
- TheGeneral Affairs Department Data Warehouse (DWD) , which since 2005 supports the General Affairs Department , as well as other MEF departments, in making use of the information that is managed through the SIAP and other information management systems. The DWD is divided into two areas, pertaining to Personnel and Management Control, providing the DAG with an analysis and decision-making tool that is modern, powerful and quick and top management with analytical reports and monitoring dashboards.
Other services offered by Consip to Public Administrations include the Treasury Personnel Service (SPT), a tool that is used to pay the salary, taxes and health contributions of all 1.5 million civil servants in the country. The SPT includes the @salary slip which is distributed electronically on a protected site to all public employees and is authenticated through a bi-dimensional graphic code. At a European level, the SPT is one of the most advanced systems for the economic management of personnel, both in the numbers served and the various types of contract that are managed by it.
