The Governance of Public Finances

Consip has developed many IT projects for the State General Accounting Department (Ragioneria Generale dello Stato, RGS) aimed at making its work for effective and at ensuring a greater transparency and control on public finances.

This effort has led to significant results: the management of the State Budget is entirely digitalized, the individual Budget Laws are entirely supported by information systems that can be tuned in real time and all Public Administration payments are transacted electronically. Consip also supports RGS in the constant maintenance and upgrading of these systems.

Beyond this software management role, Consip has evolved into providing also an organic information and decision-making system that is based on the rationalization of the information resources of the Administration .

More specifically, the information requirements of the RGS are met through a Business Intelligence solution that is based on two information systems: DataWarehouse RGS, a platform housing all the information resources in data that is univocal and certified, and the Directional Information System, a portal containing information and indicators on the main RGS processes and makes them available to top RGS management for easy control, measure and governance. This project, called PointRGS was selected as a finalist in the CumputerWorld Honours Program.

Another important area of activity is that of the financial flows between Italy and the European Unions. Consip, together with RGS, has developed an innovative information system for the management of accounting operations with the EU and a new tool for the monitoring of the use of the Structural Funds that are awarded to Italy.
