Eulab
What it is
Public procurement, estimated as about 16% of European GDP in 2002, faces many challenges in the modern economy since it strongly influences the control of public expenditure, the promotion of innovative products and processes, the achievement of the best value for money, and the highest participation of enterprises.
In order to compare the activities and to share useful knowledge among the European procurement agencies, the Italian Department of Public Administration, jointly with the Ministry of Economy and Finance and Consip SpA, launched on November 2003 the EU Public Procurement Learning Lab (Eulab).
Participants
Up to now more than 40 Institutions from 28 different Countries joined the meetings: Austria, Belgium, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Kosovo, Latvia, Lithuania, Malta, Netherlands, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Spain, Sweden, Turkey, United Kingdom. Consip is the general coordinator of the Initiative.
Goals
In the years 2004-2008 11 Meetings have been organized in several European countries and several reports and presentations have been produced. The last meeting, which has been hold in Paris in December 2008, has been devoted to two main topics:
- Implementation of multi-awarded Framework Agreements
- How to evaluate savings achieved by Central Purchasing Agencies
The next meeting will take place in Helsinki in June 2009. One of the main goals will be discussing and sharing practices and experiences about sustainable procurement.
