The main of objective of the project STEPPIN was to draw guidelines that would support procurement officials in using standards in public procurement in order to stimulate innovation. The project’ main milestones consisted in:

• drafting a survey about the current situation of how open standards are applied in public procurement in the Member States
• drawing a detailed insight about the relation between open standards, public procurement and their combined influence on the innovation processes in the industrial sector in Europe;
• defining a ‘best theory’ concerning the desirable/advisable relation between open standards, public procurement and innovation;
• identifying ‘best practices’ on the subject in the Member States;
• disseminating relevant findings information on this subject to all stakeholders; and finally
• drafting a Handbook of “rule of thumbs” to be circulated among all potentially interested stakeholders in Europe.
