The Consip model represents a radical novelty in the context of Italian Public Administration. The company deals with the strategic development phase of the projects that are entrusted to it, in coordination with the Ministry of the Economy and Finance (MEF) and on the basis of the strategies and guidelines provided by the MEF, and is able to deliver because it has developed high-level know-khow on the organization, processes and information systems of the P.A.
The implementation phases of the projects are on the other hand implemented, insofar as possible, through the most appropriate solutions that are provided by the market, in order to ensure their maximum effectiveness and cost-efficiency. Therefore, Consip is also an “awarding administration”, in that it defines, implements and awards public tenders on behalf of administrations.
